Mr.Khaw is an Honours graduate in Humanities from The Science University of Penang. He has a Diploma in Teaching and postgraduate Diploma in Management and Human Resource Management. He also attended a course on Human Resource Management from the University of Michigan Business School, USA.

Mr. Khaw is Principal Adviser of Horgan Services, a Company providing advisory services and training in Human Resource Management, Industrial Relations and Mergers & Acquisitions of companies for over 20 companies in Banking, Insurance, Merchant Banking, Leasing, Finance, Securities, Trading and Manufacturing.

Prior to this, he was involved in Human Resource, Industrial Relations and Training for companies such as Cathay Organisation, United Overseas Bank and RHB Bank for over 25 years.

His last position was Head of Resource Management for one of the largest local banks with a total workforce of over 7000 and branch network of over 200 branches responsible for the whole spectra of human resource functions including Performance Management System, Manpower Planning and Succession Planning. He was also responsible for the merger of 3 Commercial Banks and 2 Finance Companies.

He has extensive experience in Collective Bargaining, managing unions, a member of the Industrial Court and was Chairman of the Malayan Commercial Banks Association, Sabah Commercial Banks Association and Sarawak Commercial Banks Association for 5 years.

In the area of Mergers and Acquisitions, Mr Khaw was responsible for the takeover of Kwong Yik Bank by DCB Bank (merging into a new entity RHB Bank), the takeover of Sime Bank by RHB Bank, the merger of DC Finance into DCB Bank and the merger of Kwong Yik Finance into DCB Bank. Mr Khaw was also responsible for the implementation of Voluntary Separation Schemes for DC Finance (500 staff), Kwong Yik Bank/Kwong Yik Finance (700 staff) and Sime Bank (1900 staff) and also the harmonization of staff benefits for the merged entities.

Mr. Khaw is currently advising several companies on Voluntary Separation Schemes, Retrenchment and conducting Outplacement Courses for employees leaving the service of the company. Mr Khaw was the adviser to Bank Muamalat and OCBC Bank on their voluntary separation schemes involving over 3000 staff including conducting Outplacement Programmes for leavers. Mr Khaw was also involved in advisory services on takeovers and outplacement programmes for Alliance Bank, Bolton Finance, Credit Corporation, Institute of Bankers Malaysia and Malayan Commercial Banks Association.

Mr Khaw conducts in-house as well as public courses on human resource management, industrial relations, mergers and acquisitions. Course covered include performance management, performance appraisal, career planning, coaching and counselling, managerial development, managing discipline and misconduct, labour laws and how to conduct domestic inquiries.
